Here we talk about status.
Please note all settings in administration page within square brackets [] are properties, and not status.
This list is sorted by decreasing permissions:

This status can be set via the web interface, and must be set by the configuration file (Configuration Webmaster).
Several users may have this status. It is recommended to set a second webmaster id via the web interface (Hacking defence). By default in configuration file, the first user is defined as webmaster (Installation or Configuration Webmaster).
This status grants all permissions and authorizes access to all pages and information in the gallery.
Differences between Configuration Webmaster and web interface Webmaster:

Access to the gallery as a visitor. Users with this status can view public categories and allowed private ones.

Only one user can have this status. The targeted user can be modified only using the configuration file. By default, it is the second user created during installation.
